If you are physically or developmentally disabled or mentally impaired and this state makes it impossible

for you to demonstrate your fluency in English language and/or understand what civics requirements are issued for naturalization, you can ask for exemption to several parts of the naturalization test.

Together with a Form N-400 you should file Form N-648 that is a Medical Certification for Disability Exceptions. It can be issued only by a doctor or clinical psychologist with the official medical license 6 months prior to filing the naturalization form. It is the most reasonable choice to submit 2 Forms together. If is possible to take Form N-648 to an interview but it might be a reason of delays.

The application for a disability exception can be submitted only if you have been disabled:

  • For not less than 1 year or if it is expected to last at least 1 year;
  • Not because of drug use.
